My experience with the "cloaking but not cloaked bug" was that the "sleepers were 100%" able to target, warp scrammble and fire st you even when you "cloak was still active".

I've had the same problem, warped to a belt, cloak was active (and stayed active) but the sleepers targeted, locked and opened fire. I think this has been mentioned somewhere else by several other players.
